The interior storm panels do cut noise a little. Some sound transmits through the window weight sash pockets in the old double hung windows so the storm panels may be of limited effect for cutting sound. The panels will help cut the sound but maybe not as much as you might desire. Even the exterior wall insulation density affects the noise transmission. The interior panels will be good for retaining the appearance. I am unaware of where you might find a fabricator for these panels. Sometimes an old time hardware store will make the panels for you if you bring them the sizes, like repairing screens and storm panels … they use the same skills and materials.
